All I know is that I have never gotten it or at least I don't remember when was the last time it happened and since it's supposed to be a server error, everyone should be getting it, right ?

I don't understand this thread. Character slots and skill packs are optional and of course they cost money. Why they should give them for free? Maybe GW should be monthly fee game so people don't complain from everything they want but refuse to pay. Less you have to pay, more you want for free. Silly phenomenon but so true.
